 It is snowing outside and Biscuit and his little girl are going out to play. After wrapping up warmly – Biscuit even wears his warm winter sweater – the two head out and soon they are helping their friends, both human and canine, to build a snowman. Of course Biscuit wants to assist in this very important business and he does a great job helping to roll the snowball and getting the hat, scarf and other accessories that are needed to decorate the snowman.
  Biscuit fans will greatly enjoy this little story with is message of friendship and wintery cheer.

The President's proposed fiscal year 2009 budget released in February eliminates the Inexpensive Book Distribution Program, which is the RIF Book Distribution Program. Unless Congress reinstates funding for this program, RIF will be unable to distribute 16 million books annually to the nation's youngest and most at-risk children. RIF serves 4.6 million children.
